Government of Canada Around the world, countries are developing facility-based sport institutes as their national high performance sport centres. These institutes form a basis for encouraging operating efficiencies of national sport organizations, providing access to world-class support services and leading edge sports research. The benefits extend to coaching, cross-training and educating athletes, and hosting of national and international events.

Sport institutes become hubs for tourism, attracting millions of dollars, as well as offering spin-off, non-quantifiable benefits to local communities; in terms of public access to high quality facilities, and the inspirational leadership models of winning athletes.

The Government of Canada, recognizing the importance of the Athletic and Ice Complex (AIC) to both the development of Canadian athletes and the renewal of the Olympic legacy facilities in Calgary; signed a contribution agreement with WinSport Canada on December 22, 2009.

The Government of Canada will invest up to $40 million toward the construction of the Athletic and Ice Complex. These funds will help ensure that sport organizations, athletes, coaches, administrators, scientists, researchers, physicians and other support personnel have the facilities they need to achieve sport excellence.

The AIC will become an incubator for athletes, a place that develops and inspires young people to be the best they can be. The first Canadian Winter Sport Institute will be one of the only training facilities in the world where athletes from many different sport backgrounds can come together and learn from each other's success. The Institute will be a melting pot of best practices, a place where state-of-the-art training facilities, research, coaching, clinicians and sportsmanship are blended together to create one of the most unique athletic environments in the world.

Government of Alberta The 1988 Olympic Winter Games put Calgary and Alberta on the worldwide sporting map. The Games left an indelible mark on the province as well as created lasting legacies. The benefits of these legacies are tangible; young Albertans can skate the same ice, ski the same snow and slide down the same track as their heroes.

WinSport Canada is now enhancing and building on those legacy facilities to create the first Canadian Winter Sport Institute, the cornerstone of which will be the Athletic and Ice Complex. WinSport Canada will be a place where Canadian athletes, of all ages and skill levels, will come together and create a culture of excellence.

The Government of Alberta appreciates the value of WinSport Canada's vision that will:
  • Create Canada's first winter sport institute;
  • Bolster tourism and economic development;
  • Enable the province to host more national and international sport events; and
  • Provide greater access to recreational opportunities for Alberta's families.
In 2007, the Government of Alberta committed $69 million to WinSport Canada's facility renewal and expansion. This renewal of Alberta's Olympic Legacies will keep Alberta at the forefront of Canadian winter sport excellence and will ensure that the province remains the primary training ground for Canada's best winter Olympic athletes.

Government of Calgary The City of Calgary views the construction of the Athletic and Ice Complex and the vision of a Canadian Winter Sport Institute as timely and intrinsically valuable to our city, province and country.

The City of Calgary is pleased about our pursuit of positive expansion and recapitalizing plans in Calgary at Canada Olympic Park and the Olympic Oval, which will ultimately result in great benefits for Calgary communities.

The City of Calgary is committed to prudent land planning and development as well as extensions in the area of transportation and transportation infrastructure, including the planned interchange around Canada Olympic Park. Administrations of the City of Calgary and WinSport Canada are working closely to achieve those goals and visions.

In addition, the City of Calgary is presently processing WinSport Canada's application for $20 million in funding for the construction of Rinks 3 and 4 of the Athletic and Ice Complex. The $20 million contribution has already been earmarked for this project from the City of Calgary's MSI funding.
