The Canadian Winter Sport Institute (WinSport Canada®) is seeking expressions of interest from qualified artists or artist teams who are passionate about exploring the link between sport and art in a new world-class, multi-purpose, and high performance sport venue.
WinSport Canada is able to provide the opportunity for an artist to create two site-specific works of art to be located centrally within the complex, immediately adjoining the main gathering space. The artist or artist team selected for this project will have experience in creating dynamic, inspiring and national-pride inducing works for public spaces. This is a prime, unique and once-in-a-lifetime opportunity to create a landmark piece that combines art and sport, engaging and inspiring thousands of athletes, coaches and visitors from around the world and right here at home.

WinSport Canada, also known as Calgary Olympic Development Association is the custodian of Calgary's 1988 Olympic legacy and has for the past 20 years, managed the legacy assets of the "best ever" Olympic winter games. This management has allowed successive generations of Calgarians and Canadians to develop their skills in winter sport to the point where in 2010, Canada became the number one winter sport nation in the world (based on Gold Medals won, Vancouver 2010). WinSport Canada proudly acknowledges that 20 of the 26 Canadian medalists from the Vancouver 2010 Olympic Winter games competed and/or trained on WinSport Canada facilities leading up to those Games. Even more astounding, was the 18 of 19 Canadian Paralympic medals that were won by athletes that trained/competed on WinSport Canada facilities.
In January 2002, WinSport Canada unveiled a vision to build the nation's first Winter Sport institute, which is a plan to rejuvenate and modernize the existing generation-old legacy facilities from the 1988 Games, while adding new facilities necessary for a sustainable future. The key facility in this plan is the new Athletic and Ice Complex.
Sprawling in size, the 500,000 square foot Athletic and Ice Complex (AIC) is home of Hockey Canada, WinSport Canada and the head offices of most of the winter national sport organizations. This complex is the heart and soul of the Canadian winter sports movement- a place to help athletes attain a level of sports excellence they may never have dared to dream for themselves.
It includes a 4,000 seat international arena; three North American ice surfaces with seating for 300 each; 100,000 square feet of high-performance and sport development training, sport medicine, sport science, and athlete support services; 100,000 square feet of offices for national sport organizations; as well as meeting and a large conference centre. The AIC campus includes the National Sport School and Canada's Sports Hall of Fame.
The first three rinks and the refrigeration plant opened on December 15, 2010. The international arena, office tower and public concourse opened September 2011. The final component of the high performance and sport development training centre will open in early 2012.
The new facilities, being built to augment the world-class legacy facilities from the 1988 Olympic Winter Games, are rapidly making Calgary the centre of winter sport excellence in Canada, and the world.
The objectives of the AIC are:
- Provide long-term training and competition opportunities in accordance with world-leading international competitive, training and media standards;
- Improve opportunities for Canadian athletes to compete for and win Olympic and Paralympic medals, by centralizing coaching and support excellence in an efficient centre;
- Preserve and enhance the environment for research into such areas as sport performance, exercise physiology, sport and recreation equipment, and preventative health strategies;
- Provide short-term training and development opportunities for athletes, coaches and officials from all parts of Canada;
- Provide a business incubator for Canada's national sport organizations and Alberta's provincial sport organizations, promoting efficiency, best practices and sustainable operations;
- Promote healthy, active lifestyles for all Canadians by showcasing and celebrating our amazing athletes.
The outcomes of the AIC are:
- Ensure continued Olympic, World Cup and other success for decades to come;
- Sustain and enhance youth sport development capacity throughout Canada;
- Establish Calgary as the top winter Olympic sport and Paralympic training and competition centre in the world;
- Promote economic impact through tourism opportunity and diversification;
- Stimulate economic impact from increased sports tourism activity attracted by major international events; and
- Encourage a Canadian culture of sport and fitness.

Public Art Opportunity and Goals
|
The goal of this public art project is to develop a meaningful and central "National Pride Wall", located within the Athletic and Ice Complex, and visible to all visitors using the public concourse and many of the facilities. This work should take into consideration Canada's glorious winter sport past, the present championships and triumphs, and the future of our athletic endeavors (Canada as a major international sport powerhouse for years to come). Some of the ideas which may influence the artwork are embodied within WinSport Canada's vision, mission and values:
"The acknowledged leader in developing and sustaining the facilities required for Canada to become the number one winter sport nation"
"To provide world-class sport facilities through a sustainable business model where Canadian athletes can discover, develop and excel"
Values: Excellence, Integrity, Sportsmanship, Safety, Fun, Guest Service, Teamwork and Sustainability.
The work should speak to the truly national, regional and local impacts of WinSport Canada, the Athletic and Ice Complex, Canada Olympic Park, and high performance and recreational athletes working their way from the playground to the podium.
Objectives:
The objective of this public art project is to provide visitors with an integrated, central, highly visible and national pride-inducing artwork that reflects the national, provincial and local importance of the Athletic and Ice Complex. It will also reinforce WinSport Canada's vision for the future of winter sport in Calgary and celebrate Canadian winter sport successes, both past and current.

There are two sites for this art project, both are central to the Athletic and Ice Complex. The "National Pride Wall I" is to be located in the centre of the complex, surrounding the main elevator shaft of the building. This pride wall will inspire all users and visitors to the AIC, and create an interior gathering and focal point. It is also centrally located along a massive airspace and hall that runs nearly the complete length of the building. At approximately two storeys tall and bathed with natural light from clerestory windows, this site is supremely impactful.
The "National Pride Wall II" is also located along this open air space and hall, just east of the "National Pride Wall I"; but is a single east-facing wall which wraps the elevator shaft. At two storeys tall, it is similarly impactful, but also has the great honour of being in a location immediately adjacent to the high performance work-out and training area, enabling it to be a direct source of inspiration to our athletes.
Both of these locations will ensure the works are presented as dramatic backdrops to our present and future Olympians, other high performance and developing athletes and the public.
Considerations/Constraints:
Given its central location, the artwork should be extremely hard wearing (coated metals for example) and be made of materials that can be easily cleaned and repaired. The artwork will also be required to perform as an integrated part of the building, hiding and protecting electrical conduits, pipe and other operational pieces behind it therefore, a possible access hatch or air gap may be required. The artwork must also be designed to align with building codes, fire codes and other legislation wherever required.
As the artwork is located in a central zone of the building, the "National Pride Wall I" must be able to make accommodation on the lower east-facing and lower north-facing side for LCD screens intended for this area. These LCD screens will be displaying Canadian sport history. This design consideration will be discussed in depth during the design process to ensure a complete and appropriate fit of the screens with the art work and the building. Other constraints will be provided as the process moves forward, and in discussion with the artist, the building architects and engineers.

Stage 1 Submission Requirements
|
Artists responding to this competition must provide the following information. Incomplete applications will not be considered.
1. A letter outlining the artistic background, qualification and relevant past experience of the artist, as well as the reason for interest in the project and vision (Maximum 2 Pages).
2. Qualifications (maximum two pages) containing current contact information and current artist C.V.
3. Up to 10 images (and no less than six) of past work relevant to this project including the following information for each project:
a. Digital formation required, images loaded onto a CD in JPEG format, with a maximum dimension of 800x600 pixels and minimum dimension of 720x480 pixels
b. Label the CD with artists name and contact information
c. Number the images 1 through 10, with annotations of artist's name, date of work,title of work, medium and project budget
d. Power point presentation format
4. Three reference contacts from clients of recent projects.
Artists are solely responsible for their own expenses in preparing their Stage 1 Submission and for subsequent negotiations with WinSport Canada, if any. WinSport Canada will not be liable to any Artist, whether WinSport Canada accepts a Submission or rejects all Submissions, for any claims, whether for costs or damages incurred by the Artist in preparing the Submission, loss of anticipated profit in connection with the Contract or any other Contract, or any other matter whatsoever.

Stage 2 Submission Requirements
|
|
It is the intention to short-list candidates via a jury selection process. An honorarium of $2,000 will be issued to each of the top 3 candidates to create a concept, model and rendering. These should be presented in hard copy and digital files. An extensive building tour and access to the building architects, builders and engineers for questions and clarifications will be offered to the candidates. Travel expenses (in addition to the honorarium) up to a maximum of $2,000 will be extended to the short-listed candidates.
If the jury determines it is in the best interest of this competition to award directly to one or none of the short-listed proponents, WinSport Canada reserves the right to do so.

Artist's Responsibilities
|
The selected artist should be prepared to:
- Collaborate with stakeholders to ensure the required functionality and overall aesthetics of the site are considered in the art's concept, design and placement.
- Provide a detailed design upon acceptance of their concept.
- Provide a detailed budget and timeline.
- Deliver the project within the accepted budget and timeline.
- Facilitate fabrication and installation of the art.
- Provide a maintenance manual and minimum 2-year warranty for the work (terms to be negotiated covering the materials and workmanship of the artwork and installation).
- Confirm that covering or making adjustments to other functions and designs of the building are not possible.
- Build the artwork so that it is resilient, durable, low maintenance, vandalism resistant and easy to clean or repair.
- The artwork must be able to withstand sunlight (UV Exposure).
- The artwork must be able to withstand variations in temperature.
- The artwork must be silent, so as to not compete with other events, activities or produce otherwise a negative presence to athletes or visitors.
- The Artist must comply with all Federal, Provincial, local, municipal and industry safety laws and regulations with respect to the work.
- The Artist, when at COP will be subject to all relevant WinSport Canada policies, procedures and regulations which are attached.

|
The selected artist will be required to provide a $2 Million dollar general liability insurance policy naming WinSport Canada (Calgary Olympic Development Association) as additionally insured, upon signing of their Artist Contract. The artist must work within the Alberta Worker's Compensation Board (WCB) job safety practices and procedures.
|
|
|
|
This project contains an all-inclusive budget of $149,200 (CDN).
All costs associated with the design, fabrication and installation of the artwork will be the responsibility of the artist. This includes, but is not limited to; artist fees, travel, research, design, professional fees -i.e., engineering and design services (NOTE: all engineering stamps must be from an engineer licensed to practice in the province of Alberta), documentation, community engagement (if warranted), materials, fabrication, equipment, transportation, installation, GST, brokerage and customs fees.

|
Unless otherwise agreed and confirmed in writing, the Artist shall retain all copyrights in the Artwork.
The Artist grants WinSport Canada the following exclusive rights:
a) The Artist grants WinSport Canada the right to reproduction (including electronic images) for not-for-profit promotion and educational purposes.
b) WinSport Canada shall have the right to remove the Artwork from the Site and/or de-accession the Artwork from the Athletic and Ice Complex, in consultation with the artist at any time for the following reason:
i. Endangerment of public safety
ii. Excessive repairs or maintenance, or if repair is not feasible
iii. Public accessibility is no longer available
iv. Demolition of a structure incorporating the Artwork or redevelopment of a site incorporating the Artwork
v. Expiry of the lifespan of the Artwork
c) Except to the extent permitted in subsection b above, WinSport Canada agrees to not intentionally modify the Artwork without first obtaining the Artist's written consent.
d) WinSport Canada shall have the right to donate or sell the Artwork at any time. Before exercising this right, WinSport Canada, by written notice to the Artist and the Artist's last known address, agrees to give the Artist the opportunity to purchase the Artwork for the greater of the Total Price or the amount of any offer which WinSport Canada has received for the purchase of the Artwork, plus all costs associated with the removal of the Artwork from the Site, clean-up of the Site and delivery to the Artist. The Artist shall have thirty (30) days from the date of WinSport Canada's notice to exercise the option to purchase the Artwork.

Please note that submissions will not be returned. Faxed, emailed, incomplete or late submissions will not be considered. Proposals must not be submitted at the Executive Offices building, or any other location at Canada Olympic Park. The Closing Time shall be established by the time shown on the clock used by WinSport Canada for that purpose. Submissions will be opened privately at the offices of WinSport Canada.
It is the responsibility of each Artist to ensure that their Submission is received before the Closing time and the Artist assumes the entire risk of failure of delivery to WinSport Canada at the Closing Location before the Closing Time.

Proponents shall disclose, for WinSport Canada's adjudication, any relationship, interest, attachment or knowledge which could be considered as a conflict of interest in connection with this Call. Proposals will not be evaluated if the Artist's current or past corporate or other interests may, in WinSport Canada's opinion, give rise to a conflict of interest in connection with this Call. |

While WinSport Canada has used considerable efforts to ensure an accurate representation of information in this Call, the information contained in this Call is supplied solely as a guideline for Artists. The information is not guaranteed or warranted to be accurate by WinSport Canada, nor is it necessarily comprehensive or exhaustive. Nothing in this Call is intended to relieve Artists from forming their own opinions and conclusions with respect to the matters addressed in this Call. |

By participating in this Call process, the Artist agrees that neither WinSport Canada nor its directors, officers, employees, agents and other representatives shall be liable to the Artist including in contract, tort, statutory duty, duty of fairness, law, equity or otherwise, for any claims, direct or indirect, whether for costs, expenses, losses or damages, or loss of anticipated profits, or for any matter whatsoever, incurred in preparing and submitting a Submission, or negotiations of a Contract, or in any way arising in connection with this Call. The Artist further agrees that the award of the Contract or any other Contract in connection with this Call is the sole discretion of WinSport Canada and its Jury and in no event shall the Artist seek injunctive or other relief to prevent or delay the award of the Contract or any other Contract in connection with this Call or the performance of any work or services in relation thereto. |

This Call shall not be construed as an agreement. The lowest bid or any Submission will not necessarily be accepted and WinSport Canada is not bound to enter into a Contract with any Artist. Notwithstanding any other section, clause or provision in this Call, or any practices or custom of industry, WinSport Canada, in its sole discretion, shall have the unfettered right to do any or all of the following:
a) Accept any submission;
b) Reject any submission;
c) Reject all submissions;
d) Accept a submission which is not the lowest cost submission even if the lowest cost submission conforms in all respects with this Call;
e) Reject a submission even if it is the only submission received by WinSport Canada;
f) Receive further information from any Artist;
g) Refuse to receive further information from any Artist;
h) Negotiate Contract and other terms with any Artist;
i) Accept all or any part of any Submission;
j) Award all or any portion of the scope of the Call to any Artist; and
k) Award a Contract to whomever WinSport Canada in its sole discretion deems appropriate and in the best interests of WinSport Canada.
Any Submission which fails to confirm to or includes qualifications to the requirements of this Call, which is materially incomplete, obscure or irregular, which contains exceptions or variations, or which omits any material information required to be submitted, shall be disqualified or rejected.

Notice in writing to an Artist that it has been identified as the successful Artist and the subsequent full execution of a written Contract will constitute a Contract for the goods or services and no Artist will acquire any legal or equitable rights or privileges relative to the goods or services until the occurrence of both such events.
|
|
|
WinSport Canada reserves the right in its sole discretion at any time and for whatever reason to, by addendum, modify, amend or otherwise change this Call. Any such addendum shall be issued in writing and shall be expressly identified as an addendum to this Call. WinSport Canada reserves the right in its sole discretion to cancel this Call at any time.
|
|
|
Artists, and their directors, officers, employees, agents, friends, family members, and other representatives (if any) shall not engage in any form of lobbying whatsoever to influence the outcome of this Call. Further, no person shall attempt to communicate, or make any representation or solicitation to any director, officer or employee of WinSport Canada (except the contact person identified herein), the City of Calgary, the Province of Alberta, or Canada with respect to this Call, whether before or after submitting a Submission. In the event of any contravention of the foregoing, WinSport Canada in its sole discretion will be entitled to terminate the Artist's continuation in this Call process or to reject or not accept the Submission from the Artist.
Artists will not make any public announcement, or any communication with the media, in connection with this Call, without the prior express written consent of WinSport Canada.
